Building smart is about preventing flood damage.  The best way to prevent damages is to avoid the hazard by building outside of the floodplain.  When that is not possible other methods are available to reduce risk to structures, such as:

  • Elevating the lowest floor and all utilities, including HVAC systems and ducting;
  • Protecting the foundation by installing openings to equalize pressure and prevent collapse;
  • Using flood resistant materials in areas below the anticipated flood water height;
  • Protecting natural floodplain functions by reserving opens space areas, installing rain gardens, using pervious pavement on driveways and walkways, etc.

A permit is required for all development projects in the high risk flood hazard area.  Development includes structural construction, as well as land divisions, fill and grading activities, stream restoration, water course alterations, etc.  These are regulated in accordance with Chapter 8.24, Flood Damage Prevention.
