Summary

The Planning commission and City council are considering two (2) concurrent applications to support housing production and maintain the City's commercial land supply at two locations in the City:

  1. Minor Comprensive Plan Map Amendment (CPA-23001). The proposal would amend the General Land Use Plan (GLUP) map on 0.9 acres at the intersection of Taylor Road and North Haskell Street (37S 2W 03DC, Tax Lots 3402, 3603 and 37S 2W 10AB, Tax Lot 1300) from Civic to High Density Residential. The proposed change includes 0.17 acres on tax lot 1300 that is formerly vacated right-of-way. The second change amends the GLUP map on 21.13 acres at 1777 East Pine Street (37S 2W 02D, Tax Lot 100). The proposed change would include the subject property in the Transit Oriented Development (TOD) Overlay and re-designate a portion of the site (7.4 - 12.9 acres) from Employment Commercial to High Density Residential. 
     
  2. Minor Zoning Map Amendment (ZC-23001). The proposal is to amend the Zoning Map on 0.9 acres at hte intersection of Taylor Road and North Haskell Street (37S 2W 03DC, Tax Lots 3402, 3603 and 37S 2W 10AB, Tax Lot 1300) from Civic (C) to Medium Mix Residential (MMR). The proposed change is consistent with the proposed GLUP Map Amendment and would allow the property owner to complete a residential infill development. The second change amends 21.13 acres at 1777 East Pine Street (37S 2W 02D, Tax Lot 100). The proposed change would include the subject property in the Transit Oriented Development (TOD) Overlay and re-zone the site to include a mix of Employment Commercial (EC), High Mix Residential (HMR) and MMR based on approval of either Scenario 1 or Scenario 2:
    • Scenario 1. This scenario would re-zone 13.73 acres to EC and 7.4 acres to HMR. This would allow market rate high density housing while preserving opportunities for a mix of residential and commercial uses across the site. 
       
    • Scenario 2. This scenario would re-zone 8.23 acres to EC, 7.4 acres to HMR and 5.5 acres to MMR. This scenario would accomplish the objectives in Scenario 1 and it would provide clear and objective standards to support development of 5.5 acres with affordable housing by the property owner (Housing Authority of Jackson County).

The applicant for the above proposals is the City of Central Point as authorized by City Council Resolution No. 1731.

Review Procedure

The Minor Amendments described above are being processed using Type III (Quasi-judicial) procedures in CPMC 17.05.400 in accordance with CPMC 17.10.300(B)  and CPMC 17.96.300. 

The Planning Commission will conduct a public hearing on February 6, 2024 at 6:00 p.m. in the City Council Chambers located at 140 South Third Street in Central Point. At the conclusion of the meeting, the Planning Commission will make a recommendation to the City Council to approve, approve with modifications or deny the application.  

The City Council will conduct a public hearing on February 22, 2024 at 7:00 p.m. in the City Council Chambers located at 140 South Third Street in Central Point. At the conclusion of the meeting, the City Council will render a decision to approve, approve with modifications or deny the application.  

Approval Criteria

The Minor Comprehensive Plan Amendment (CPA-23001) is subject to the criteria in CPMC 17.96, Comprehensive Plan and Urban Growth Boundary Amendments.

The Minor Zoning Map Amendment (ZC-23001) is subject to the criteria in CPMC 17.10, Zoning Text and Zoning Map Amendments. 

Public Involvement

You are invited to particiapte in the public hearings by submitting written comments up until the close of the public hearing or by providing oral testimony in person or virutally via Zoom. To participate virtually, email us no later than noon on the day of the public hearing to obtain a link. We will need your name and address. When making comments please remember the following:

  • Written comments may be sent in advance of the meeting to Central Point Planning, 140 South 3rd Street, Central Point, OR  97502.
     
  • Issues that may provide the basis for a decision on this matter shall be raised prior to the close of the public hearing. Any testimony and written comments about the Minor Comprehensive Plan Map and Minor Zoning Map Amendments described above will need to be related to the proposals and should be stated clearly to the Planning Commission and City Council.
     
  • Failure to raise an issue in person, or in writing at the hearing, or failure to provide statements or evidence sufficient to afford the Planning Commission or the City Council an opportunity to respond to the issue prior to the close of the final hearing means that an appeal based on that issue cannot be raised at the State Land Use Board of Appeals (LUBA).
