The City has accepted an application for a TOD Master Plan and 3-lot Partition Plat on 18.91 acres at the corner of Gebhard and Beebe Road.  The Master Plan proposes a residential development consisting of 324 units, including apartments, duplexes, rowhouses, a public park, and a network of local streets to be developed in phases.   

The project site is within the Low Mix Residential (LMR) and Medium Mix Residential (MMR) zoning districts in the Eastside Transit Oriented Development (TOD) district and is identified on the Jackson County Assessor’s map as 37S 2W Tax Lot 2700.  Applicant: John Boyd, People’s Bank of Commerce; Agent: Tony Weller, CES|NW.

Application procedures and approval criteria for Master Plans and land divisions within a TOD are set forth in Chapter 17.66 of the Central Point Municipal Code.

5/20/2015 - Application determined complete.

5/28/2015 - Notice of Public Hearing mailed to all landowners within 100-ft of project site. 

7/7/2015 - Planning Commission will consider the application for the White Hawk TOD Master Plan and Partition Plat.  A public hearing will be held at this time.  

9/1/2015 - Planning Commission will consider the application for the White Hawk TOD Master Plan and Partition Plat.  A public hearing will be re-opened and continued to the October meeting.

10/6/2015 - The Planning will consider the application for the White Hawk TOD Master Plan and Partition Plat.  The public hearing will be re-opened to receive public testimony on the proposals. 

10/6/2015 - The Planning Commission conducted its third duly noticed public hearing and considered the Whtie Hawk master Plan.  The Planning Commission determined that the Master Plan complies with applicable review criteria for master plans, including development standards, and approved the Master Plan.  At that time, the Planning Commission directed staff to prepare Findings of Fact and Conclusions of Law for review at the November 3, 2015 Planning Commission meeting.  

11/3/2015 - Planning Commission meeting at 6:00 p.m. in the City Council Chambers at 140 South Third Street in Central Point, Oregon.  

The Planning Commission will review the Findings of Fact and Conclusions of Law in support of the decision to approve the White Hawk Master Plan as conditioned per the Revised Staff Report dated October 6, 2015.  
 

4/16/2018 - People's Bank provided written notice to property owners within 1/4 mile radius of the project site regarding DEQ approved soil remediation work to be performed on the site.  The notice states that a neighborhood meeting is tentatively scheduled for May 2nd at 6:00 p.m. at the Shepherd of the Valley Catholic Church in the event ten (10) or more individuals contact the bank and are interested in an in-person meeting. 

4/24/2018 - The City received a copy of the mailing labels for the April 16th notice that was mailed by the bank to property owners.  It was determined that additional property owners needed to include every property owner within 1/4 mile of of the project site.  The bank was notified and responded that the remaining notices would be mailed on 4/25/2018 to those who were not included in the original mailing.  Additionally, the bank notified the City that the meeting on May 2nd, 2018 would be conducted.  

5/2/2018 - People's Bank is hosting a neighborhood meeting to present the DEQ approved Soil Remediation Plan for the White Hawk Maser Plan project at 6:00 p.m. on Wednesday, May 2, 2018.  The meeting will be located in one of the Modular Units at Shepherd of the Valley Catholic Church on Beebe Road (see mailed notice).
