Summary

The Bear Bridge Plaza is requesting Site Plan and Architectural Review approval to construct a 21 space parking lot expansion south of the existing commercial building along E. Pine Street/Biddle Road. The project site is located at 1710 E Pine Street and is identified on the Jackson County Assesor's Map as 37S 2W 02D, Tax Lot 2200. It is in the C-4, Touris and Office Professional Commercial zoning district. Applicant: Hunter Seven, LLC; Agent: Gary Caperna.

Review Procedures & Standards for Approval

The construction of the proposed drive-thru, parking and landscape improvements are considered a Major Project and is subject to a Type II Site Plan and Architectural Review. Per CPMC 17.05.300, a Type II application requires notice be provided to property owners within 250-ft and a 14-day written comment period. Following the comment period, the Planning Director will render a decision on the applicaiton based on its demonstrated compliance with the applicable critiera, which include the following: 

  • CPMC 17.72, Site Plan and Architectural Review
  • CPMC 17.44, C-4, Tourist and Office Professional Commercial Zone
  • CPMC 17.64, Off-Street Parking and Loading
  • CPMC 17.75, Design and Development Standards

How to Submit Written Comments

To participate in the local decision making process, you are invited to submit written comments until the close of business on Tuesday, December 7, 2021 at 4:30 p.m.. This is an opportunity raise issues and present evidence in support of or opposition to the proposal. A statement of the issues that may provide the basis for an appeal to the Land Use Board of Appeals must be raised in writing and with sufficient specificity to enable the decision maker to respond to the issue. After the close of the comment period a written decision will be made, a copy of which will be mailed to anyone who submitted written comments or who is otherwise legally entitled to notice.

12/20/2021 - Community Development Director rendered a decision to approve the Site Plan and Architectural Review subject to the Staff Report dated December 20, 2021. (See Supporting Document: Notice of Decision and Staff Report)

12/20/2021 - Notice of decision mailed to the Applicant and all parties who submitted comments within the public comment period. This marks the start of the appeal period.

12/30/2021 - Appeals must be mailed or hand delivered to the Community Development Department by 4:30 p.m. The City's address is 140 South Third Street, Central Point, Oregon 97502. All appeals must be in written form consistent with the procedures set forth in Section 17.05.300(G) of the Central Point Municipal Code
