Water Resources Protection Overlay

The Water Resources Protection Overlay (WRPO) is a zoning tool used by the City of Central Point to preserve and protect sensitive natural areas tied to water resources. These areas are vital not only for environmental health but also for maintaining long-term community resilience against flooding, erosion, and loss of biodiversity.

What is the Water Resources Protection Overlay?

The WRPO identifies and regulates development near:

  • Riparian Areas (streams, creeks, rivers, and their adjacent vegetation)
  • Wetland Areas (mapped and unmapped)
  • Other water-related wildlife habitat areas, including seasonal drainages and floodplains

Why is the Water Resources Protection Overlay Important?

These areas provide essential ecosystem functions such as:

  • Water quality filtering
  • Groundwater recharge
  • Flood control
  • Habitat for native plants, fish, and wildlife
  • Ecological corridors for species movement

Regulations and Requirements

Is your property within the Water Resources Protection Overlay? If so, there may be restrictions on how much of your property you are permitted to develop.

Development Restrictions

  • Setbacks and buffers from riparian areas
  • Limits on construction and disturbance (buildings, driveways, grading)
  • Tree and vegetation removal restrictions

Development Requirements

The City’s water resources protection regulations are codified in CPMC 8.26.
