Central Point Police Department Sergeant Josh Moulin commands the Southern Oregon High-Tech Crimes Task Force.  The task force is responsible for providing cyber crime investigations and digital evidence forensics to over thirty federal, state, and local law enforcement agencies throughout Oregon.  In addition to the Central Point Police Department, the Medford Police Department has assigned one fulltime detective / forensic computer examiner to the task force and the FBI is also a contributing partner agency.

 

Sergeant Josh Moulin began his public safety career in 1993 as a Firefighter and Emergency Medical Technician and worked various assignments including fire suppression, fire prevention, public education, emergency medical response, company officer and duty office.  Josh worked for Mercy Flights Ambulance for three years as an Emergency Medical Technician - Intermediate and the rural training officer.

 

In 2001, after eight years of service Josh was hired by the Ashland Police Department and left the Fire/EMS field with the rank of Lieutenant.  As an Ashland Police Officer Josh primarily worked graveyard patrol and was recognized for his high number of DUII and drug arrests.  Josh also worked as a Field Training Office, Arson Investigator, and Officer in Charge.

 

In 2003 Josh was recruited by the Central Point Police Department and took a position as a lateral Police Officer. He has been given the opportunity to serve in numerous disciplines including Patrol Officer, Field Training Officer, Officer in Charge, Arson Investigator and Detective.

 

In January 2007 Josh was promoted to his current position of Administrative Sergeant. In early 2005 Josh designed and with the help of the police administration, implemented the first ever High-Tech Crimes Unit for the City of Central Point. What began as a small one person unit quickly evolved into a regional multi-jurisdictional task force providing cyber crime and digital forensics to over thirty federal, state and local law enforcement agencies across Oregon. As part of the police department command staff and city executive staff, Josh currently manages the department’s Technical Services Bureau, which includes the Crime Analysis Unit, Citywide Information Technology Services and the Southern Oregon High-Tech Crimes Task Force.  Josh serves as the City of Central Point IT Manager and the Commander of the High-Tech Crimes Task Force. 

 

Josh has received training in digital forensics by esteemed agencies such as the International Association of Computer Investigative Specialists, the United States Army, the National White Collar Crime Center, the Department of Justice, the Internet Crimes Against Children, and AccessData Corporation.  Josh is one of approximately 470 Certified Forensic Computer Examiners and Certified Electronic Evidence Collection Specialists worldwide and has been qualified as an expert witness in computer forensics and digital evidence.

 

While Josh is proud of his professional accomplishments, it is his family that he has been blessed with that he is most thankful for.
